[Event Report] IHJ Policy Roundtable with the Prospect Foundation Delegation

On 12 May 2026, the International House of Japan (IHJ) hosted an IHJ Policy Roundtable with a six-member delegation from the Prospect Foundation, a Taiwan-based think tank. The roundtable brought together Japanese and Taiwanese scholars and policy experts to exchange views on Japan’s evolving security policy and the regional security environment in the Indo-Pacific.

The delegation, led by Dr. Tan-Sun Chen, Chairman of the Prospect Foundation, consisted of scholars and practitioners specializing in foreign policy, security studies, Taiwan Strait affairs, and regional security issues. 

The discussion focused on multiple relevant issues, on the Japanese side mostly regarding the ongoing revision of strategic documents to be completed this year and how Japan is trying to adapt the new realities of the battlefield into updated strategic concepts. On the Taiwanese side, the impact of the second Trump Administration, along with new strategic considerations of middle powers regarding relations with China have been central in the discussion.

Participants then engaged in a lively Q&A session which covered: grey zone operations, responses to potential blockades and other non-traditional combat operations, the impact of Prime Minister Takaichi declaration in Taiwan, the evolution of political discourse in Taiwan and updated visions of Chinese internal decision-making structures, among other topics. 

The roundtable highlighted the importance of continued policy dialogue and intellectual exchange among regional stakeholders amid an increasingly complex strategic environment. IHJ would like therefore to thank the Prospect Foundation for today’s exchange of views.
