[Event Report] RAIS Roundtable with Kolas Yotaka – “In Wartime, Disinformation Becomes a Weapon”

On July 30th 2026, the Research Institute for Advanced Innovation and GeoStrategy (RAIS) held a roundtable discussion, inviting Keio University Global Research Institute（KGRI）Affiliated Member Kolas Yotaka (former Spokesperson during the Tsai Ing-wen administration in Taiwan).
During this session, the discussion touched upon the events that occurred between 2014 and 2023, a period during which Kolas Yotaka was in office as a spokesperson. These include: Taiwan toilet paper panic, miss-information controversy during the typhoon disaster at Kansai International Airport, and attempts to manipulate public opinion during mid-term elections.
The discussion then proceeded to address some key questions such as: “Is Taiwan in a state of Quasi-War”, “Can the government of Taiwan regulate misinformation”. A wide-ranging conversation ensued, with participants raising varying questions such as social media usage.
