While there has been substantial progress with nuclear disarmament since the end of the Cold War, the risks of nuclear proliferation and the dangers of the non-peaceful development of nuclear capacity remain high, especially on the Korean peninsula. The experience of Hiroshima and Nagasaki has made Japan perhaps the most nuclear-sensitive state in the world. The Fukushima disaster caused by the earthquake and tsunami on March 11, 2011, has raised questions about the use of nuclear energy for peaceful purposes not only in Japan but in Germany and other parts of the world. What ways forward are there for strengthening the nuclear nonproliferation regime in the face of its fragilities? How does Japan’s experience, in war and with the peaceful use of nuclear energy, play into the global agenda on nuclear nonproliferation and the nuclear energy option in the face of the challenge to develop clean energy? In this forum, we will rethink the nuclear future in the post-3.11 era.

Gareth Evans

Area of specialization is conflict prevention and resolution, arms control and disarmament, human rights and foreign affairs. As Foreign Minister of Australia (1988-96), Evans was best known internationally for his role in developing the UN peace plan for Cambodia.

Abe Nobuyasu

Area of specialization is nuclear disarmament & non-proliferation and diplomatic relations. He is a former United Nations Undersecretary-General for Disarmament (2003-06).

Yoshida Fumihiko

Area of specialization is nuclear issues and human security. Before occupying his current position, he served as correspondent for Asahi Shimbun in Washington and Brussels. His publications include Nuclear Weapons and The United States (Iwanami Shoten, 2009).
